is there any way that you can get a pretty good team starting out on legacy mode, do i have to adjust my points i add to my manager or does it not matter you get the same teams everytime?

Just do open legacy. But if you really want to do career you can just redshirt the good players from the main menu and then in the legacy options put Custom Conference on. Make sure the team rating goes below 65. Then put the team you want to a bad conference or swap them with a team that is already on the list of possible choices.You can't have a team in a power conference. They have to be in a small conference. It only works sometimes.

but after a season with a bad team can you go on to different schools?

yes you can, but if you don't win or have a good track record most likely you won't get offered a good job.
