Nation Rules question

The substitution rule does not make sense if you guys allow all the packages that EA provides. For instance the 4-6 speed package would put db's into the lb's position and the quad wr package puts wr at te. If in those instances it's not considered against the rules then why are there even rules in the first place??????? It doesn't make sense..Those players will be out of position. Either there is a substitution rule or there isn't..There should be no in between.
