Trying to remember the name of an old pc game.

I can't remember specifics but I think it started with a death and you are taken to an afterlife place that looks like you are underwater. There's resources and huts and other characters.

Think the name had the word "under" in it. it was circa 1993 to 1997 ish. PC Windows platform. Could zoom in with the mouse so wasn't a DOS game.
