Tech wise devs could certainly do a lot more now. but superman is a very difficult game to make a fun game around. he is basically a god.
Factor 5, i think it was, had an interesting prototype where the city was essentially Supermans health bar. but it was still just a health bar.
maybe a variant of that could be used though where its a lot more granular and where how you use your powers has consequences.
e.g. you are fighting a monster at street level, it picks up a car and throws it at you. you dodge it but it ends up smashing into a lot of people in the area who are trying to get away. after the fight a news reel comes up basically saying "Boo superman!!". or you manage to catch it, use it to beat up the monster and everyone cheers "Superman Superman!!". A bit like fable in a lot of ways.
The only thing with such a system is the player is going to be REALLY tempted to reload if they mess up. it could really descend into a mess of bad thing happens, hit start and reload. i dont think it would be fun for the game to repeatedly berate the player for making bad choices or mistakes.
It works for fable because the player is actively choosing to be good or ba. so everyone running away and cowering is not a negative outcome for a player choosing to be evil.
It would be interesting to see someone take a crack at a new superman game though.
