It would kill off all of (traditional) gaming. Especially the second point is worth a facepalm. Precisely the reason why the 3DO was DOA.
Licensing to independent manufacturers made the system extremely expensive. The manufacturers had to make a profit on the hardware itself, whereas most major game console manufacturers, such as Sega and Sony, sold their systemsat a loss, with expectations of making up for the loss with software sales.

Very similar to how it is going now. The number of games with AA budgets and higher is steadily dwindling - with them quality and variety, while low budget, buggy and unfinished games, are becoming more and more numerous. Then you see those dolts praising their individual commercialism and their few noteworthy critter games... against torrents of trash.
And Microsoft is trying to emulate this "successful" businessmodel. Because... that's what MS does. After a looong nap, they reach deeply into their cash matraz, throw around money with both hands and hope they get lucky. Like... when one game virtually decided if the 360 was gonna be a 480p or 720p console.
