I can't remember specifics but I think it started with a death and you are taken to an afterlife place that looks like you are underwater. There's resources and huts and other characters.
Think the name had the word "under" in it. it was circa 1993 to 1997 ish. PC Windows platform. Could zoom in with the mouse so wasn't a DOS game.

I think you might be talking about this game, fits everything you just described.
Definitely. That earlier jump was because of programmable shaders being introduced and all the tech added on top of it, but we've gone as far as we can with rasterization really. There will only small improvements each year until ray tracing becomes the default.
Might not be the same thing, but I had a very similar issue before with games freezing like how you described. Starting with once every few days then increasing to the point where even the browser freezes. It got fixed after reseating my RAM and GPU. I still don't understand what was happening, but maybe try that?
