Have you ever had to mange a department and had a good portion of your budget taken away from you? You have to make up the difference. You eliminate programs and eliminate jobs. They don't do those jobs anymore. Therefore, they don't need that money and the new division does. It's not a complicated situation. The money goes for the task at hand. Those not doing it, don't need it. Those that are, do.

What jobs are that responding to domestic violence complaints. The agency that needed the funds were the police and the rise in crime supports that.
