That's like saying Bethesda has good gunplay in Fallout 4 because they also own id SOftware. Speaking of that, SE and Bethesda has several parallels. Their in house franchises have been garbage tier for almost a decade+ and their good output is from their acquired studios. SE probably have to spend a decade to learn how something like DMC plays let alone design a combat system like that. Didn't they spend a year making a pre-rendered demo!
There's no evidence it would have declined into irrelevancy. They had potential that's why SE bought them in the first place because their inhouse output has been below garbage levels. If not SE, someone else would have picked them.
You just mentioned 3 popular examples of TPS games, and all of them have better gunplay than UC/TLOU. But let me add others: Quantum Break, Fortnite, Dead Space, Sniper Elite, ALan Wake, hell I'll also add Warframe to the list.
